I think that countries should not, as a general rule, be allowed to dispatch their militaries unless they’ve demonstrated they’ll care for its veterans well.
The very busy United States has not, as far as I am aware, done so to date.
If its record in this area were transposed into a credit bureau-type report, I doubt the U.S. would be approved for any but the measliest of secured credit card (with high yearly fees), let alone the diamond-edged one of war.
But I guess it’s rich and unbridled enough in a general sense that it can, generally, make any risky investments it wants, regardless of repeated failures.
Kind of like Donald Trump, I guess.
